The Parties to the Nauru Agreement (PNA) invites applications from interested candidates to fill the vital role of CEO of the Parties to the Nauru Agreement Office (PNAO). The successful candidate will have exceptional and relevant skills and qualifications, including extensive experience in senior tuna management and commercial management roles, a strong focus on good governance, and the ability to lead and manage the Office in a business-like manner.

The CEO leads the PNAO, a globally recognized institution at the forefront of innovative fisheries governance and ocean resource management. The position is accountable to the Parties through a complex governance structure comprising senior officials, Ministers, and country leaders, requiring strong leadership, diplomacy, and stakeholder engagement.

The CEO provides strategic, operational, and commercial leadership, ensuring the organization delivers high-impact outcomes for its member Parties while maintaining strong financial performance, institutional integrity, and operational excellence.

The role demands a dynamic leader capable of:

  • navigating complex regional and international fisheries regimes, with a strong focus on maximizing the economic returns from tuna resources;
  • advancing sustainability and reinforcing the sovereign rights of PNA Parties over their marine resources; and
  • driving the implementation of cutting-edge management frameworks, strengthening strategic partnerships, and positioning the PNAO as a leader in the global fisheries sector.

This is a pivotal leadership position at a time when the PNAO continues to shape international best practice in sustainable fisheries and resource economics.

Success in this role requires deep expertise across political, legal, policy, and commercial domains, coupled with strong diplomatic engagement and commercial acumen.

Eligibility

Applicants must provide written letter of endorsement of their candidacy from their national governments, in order to be considered.

Essential Requirements

  • Postgraduate tertiary qualification in fisheries science, fisheries economics, fisheries law, fisheries management, business management, commerce, or a relevant discipline
  • Minimum 10 years’ experience in senior management positions with extensive knowledge of the tuna industry
  • Extensive experience in formulating budgets and plans, including extensive knowledge and experience in project management
  • Experience and ability to communicate effectively with public and private sector leaders
  • Demonstrated commitment to ethical business practices, fraud prevention, and a workplace free from harassment and discrimination
  • Ability to manage and work effectively in multidisciplinary and multicultural teams, supported by strong analytical skills

Employment Package

The successful applicant will be based in Majuro, Marshall Islands and will be offered a three-year contract with an attractive benefits package including salary, superannuation, relocation, travel, accommodation, and education allowances. A further contract of up to three years may be offered subject to satisfactory performance.
