Inside Port Operations: Interns Visit Taiwanese Purse Seiner

Last week, our interns participated in an educational vessel visit at Pohnpei Port aboard a Taiwanese purse seiner serviced by Ocean Care Company (OCC). The visit was led by FSM NORMA and the FSM Maritime Police to give interns a practical understanding of purse seine vessel operations, port entry, inspection, and compliance checks on fishing vessels. Representing diverse academic backgrounds—including Economics, Information Technology (IT), and Marine Science—the cohort experienced firsthand how their distinct disciplines apply directly to national fisheries management.

Senior Compliance Fisheries Officer Mr. Nathaniel Nanpei introduced the visit and overall vessel operations, providing valuable context on operational oversight. FSM Maritime Police Senior Officer Mr. Nickolas, together with two fisheries observers, guided the interns through the vessel, including the main bridge and navigation controls. The vessel agent also provided an overview of port preparations and procedures required for incoming fishing vessels.

Key Operational Highlights

• Compliance & Enforcement: NORMA's Compliance Division demonstrated real-time satellite vessel monitoring systems, while the Maritime Police detailed their national Monitoring, Control, and Surveillance (MCS) duties—including boarding inspections and detention procedures for non-compliant ships.
• Monitoring & Technology: Observers Stan Lee Yarofmaal and Edward Santos shared insights on transshipment monitoring. Mavrick Adolf (EM/ER Coordinator) explained how electronic monitoring tech integrates with observer operations.
• Safety & Voyager Support: NORMA satellite office staff briefed interns on pre-docking safety safeguards, followed by a visit to the observers' quarters to review pre-voyage support protocols.

The active guidance across all departments made the visit a seamless and meaningful learning experience for the interns. NORMA encourages students across all fields to explore internship opportunities and discover how their unique studies contribute to ocean stewardship.
