National Oceanic Resource Management Authority
We are thrilled to announce that Lancaster Akoni Walter has officially joined the National Oceanic Resource Management Authority (NORMA) team as our newest Observer Debriefer having begun his tenure on October 5th, 2026.
Mr. Walter joins the NORMA team as our new Observer Debriefer, bringing over a decade of hands-on sea experience to the role. In this capacity, his primary responsibilities focus on quality assurance, data verification, and ensuring observer support and safety, while serving as a primary data analyst and frontline interpreter.
Originally from Chuuk and currently based in Pohnpei, Mr. Walter built his career from the ground up after taking a chance on the program's preselection test. Over his 10+ years as an Observer, he earned certifications as an Electronic Monitoring (EM) Analyst and Observer Debriefer, and is currently working toward achieving his Trainer certification.
For Mr. Walter, the most rewarding part of his work is mentoring the next generation during debriefing sessions- using his extensive field experience to provide constructive feedback and watching observers' skills and performance scores improve with every session.
