In celebration of International Women's Day, we are proud to spotlight the dedicated women who play vital roles at the National Oceanic Resource Management Authority (NORMA). From leadership and legal expertise to compliance, licensing, finance, and project management, these women are at the heart of safeguarding the Federated States of Micronesia's marine resources for current and future generations.
As proclaimed by President Wesley W. Simina, March 8, 2026 is officially recognized as International Women's Day in the FSM, under the theme "Rights, Justice and Action for all women and girls" reminds us that empowering women is essential to building sustainable livelihoods and addressing the challenges our island nation faces.

Camille Inatio
Executive Director
Camille makes history as the first woman to serve as Executive Director of NORMA, serving as the chief executive responsible to the Board of Directors for the implementation of Title 24 and all regulations governing the Authority. She provides strategic and operational leadership across the organization, overseeing financial planning, budgeting, and ensuring all divisions align with NORMA's Strategic and Corporate Plans. She leads the valuation and allocation of fishing rights within the FSM's Exclusive Economic Zone, advises the Board on fisheries access negotiations, and administers all foreign and domestic fishing agreements with particular attention to the Vessel Day Scheme (VDS). Camille also serves as NORMA's primary spokesperson and represents the FSM at national, regional, and international fisheries forums.

Limanman Helgenberger
Assistant Director / Corporate Services Division

Limanman serves as the Assistant Director for NORMA's Corporate Services Division (CSD), overseeing The position is responsible for the management of the Corporate Services Division within NORMA. The CSD supports the entire organization including the three other Divisions (Fisheries Management, Science and Compliance) with administration, human resources, IT, legal, finance and budget. This is the position and Division that binds the organization together so that NORMA can work efficiently and effectively. She also served as the Assistant Director for the Fisheries Management Division FMD. The position is responsible for the management of the FMD within NORMA. The FMD ensures the fisheries that NORMA is responsible for are managed sustainably and to the benefit of FSM. The AD Fisheries Management works with all Divisions within NORMA as well as external stakeholders to carry out this work. Limanman has also served as Acting Executive Director for almost 3 years in absence of a full board and a dedicated Executed Director, demonstrating her key leadership role in guiding NORMA's operations and strategic direction during critical periods.
Moria Joseph
Senior Finance Manager
Moria oversees the day-to-day financial and administrative operations of NORMA, from developing and managing the annual budget to processing all payment requests, personnel actions, contracts, and travel vouchers across the authority. She maintains the budget ledger, monitoring expenditure, and producing regular financial reports for NORMA management. Moria also serves as a key liaison with the FSM Department of Finance, Department of Personnel, and regional partners such as FFA, PNA, and WCPFC in the context of finance and administrative matters.

Louisa Movick
Legal Specialist

Louisa provides specialized legal advise to NORMA on matters pertaining to fisheries legislation, regulatory frameworks, and ocean governance. She supports the Authority’s compliance functions by ensuring that fishing operations within the FSM EEZ are conducted in accordance with applicable bilateral fisheries agreements, the Marine Resources Act (Title 24) and regulations, sub-regional and regional fisheries arrangements, and relevant international law. Her legal expertise is integral to safeguarding the sovereign rights of the FSM over its marine living resources and to upholding the integrity of its oceanic fisheries governance regime.
Faniger Poll
Fisheries Observer Administrative Manager
Faniger is responsible for implementing the National Fisheries Observer Program’s financing and accounting systems, managing the Fisheries Observer Fund that supports observer operations across the FSM. She oversees observer financial transactions, budgets, equipment procurement, and cost recovery, while ensuring compliance with FSM financial regulations and reporting requirements. Her dedication and expertise have been recognized for exceeding expectations in managing and operationalizing the revolving fund critical to the FSM Observer Program.

Miorida Yee-Ting
Licensing Manager

Miorida manages the licensing process at NORMA, overseeing the review and issuance of fishing permits, carrier and bunker vessel permits, and research vessel authorizations within the FSM’s EEZ. She works closely with fishing companies and agents to ensure all licensing requirements are met in accordance with FSM law. Her role is central to regulating access to the nation’s valuable tuna fishery.
Jean Welles
Vessel Day Scheme Administrator
Jean oversees the administration of the Vessel Day Scheme (VDS), one of the most important tools used by the Parties to the Nauru Agreement (PNA) to manage purse seine fishing access in the Western and Central Pacific. She is responsible for tracking and allocating fishing days within the FSM’s EEZ, helping to ensure the nation receives maximum economic return from its tuna resources. Her meticulous work directly supports NORMA’s revenue generation and sustainable fisheries management goals.

Ronna Albert
Licensing Assistant

Ronna supports NORMA’s licensing operations by assisting with the processing, review, and administration of fishing and fishing-related activity permits. She helps ensure that applications are complete, accurate, and processed in a timely manner for the many vessels that seek access to the FSM’s Exclusive Economic Zone. Her work keeps the licensing process running efficiently day to day.
Yvonne Falieapiy
Fisheries Officer – VMS/VDS Analyst
Yvonne works within the Fisheries Compliance Division, where she monitors vessel activity through the Vessel Monitoring System (VMS) and analyzes data related to the Vessel Day Scheme (VDS). She tracks the movements of fishing vessels operating in the FSM’s EEZ to ensure compliance with fishing regulations and access agreements. Her work is critical to safeguarding the integrity of the FSM’s fisheries management system.

Prileen Martin
Fisheries Officer – Compliance/Data Analyst

Prileen works within the Fisheries Compliance Division, where she analyzes catch and effort data to help ensure that fishing vessels are complying with national and regional regulations. She reviews catch logsheets, zone notifications, and vessel reports to identify potential compliance issues. Her analytical work allows NORMA to combat illegal, unreported, and unregulated (IUU) fishing in FSM's waters. This year proudly marks her 15th year with NORMA, a journey she's grateful for, filled with growth, experiences, and opportunities along the way.
Tia Lana Mallarme
Assistant Economist / Market Analyst
Tia Lana contributes economic and market analysis to support NORMA’s decision-making on fisheries management and policy. She monitors tuna market trends and pricing data to help the FSM maximize the economic value of its fisheries resources. Her work informs strategies around fishing access fees, trade, and the broader economic contributions of the tuna industry to the FSM. She also played a supporting role in the development of the FSM National Oceanic Fisheries Investment Policy 2024–2029, helping to shape the nation’s long-term vision for sustainable fisheries investment.

Valerie Hawley
PROPER Project Officer

Valerie serves as the Project Officer for the World Bank-funded Pacific Islands Regional Oceanscape Program – Second Phase for Economic Resilience (PROPER) Project. She supports the day-to-day implementation of project activities and assists with coordinating activities with national and state agencies in line with World Bank and FSM procedures. Her work is aimed at improving fisheries management, strengthening institutional capacity, and supporting conservation efforts across the FSM National and State Governments.
Willinda Williams
PROPER Assistant
Willinda provides administrative, financial, and logistical support for the World Bank-funded FSM Pacific Islands Regional Oceanscape Program – Second Phase for Economic Resilience (PROPER) Project, which works to strengthen the management of the FSM's oceanic and coastal fisheries and the critical habitats upon which they depend. She assists with monitoring financial transactions, tracking project expenditures, processing payments, and maintaining organized records in accordance with both FSM regulations and World Bank requirements.
