We are thrilled to announce that Sylvia Charley, July-O Saimon, and Steve Peter have officially joined the National Oceanic Resource Management Authority (NORMA) team as our newest Executive Secretary, Electronic Reporting Officer, and Fisheries Observer Trainer, having begun their tenures on June 18 and June 29, 2026.

Mrs. Charley joins the NORMA team as our new Executive Secretary, bringing a strong background in public service and high-level administrative management to the office. She will ensure that NORMA’s daily operations run smoothly under management's direction, overseeing key administrative matters. Her core responsibilities include managing office inquiries, logging incoming correspondence, maintaining organizational filing systems, coordinating meetings, and welcoming visiting guests.
Previously, Mrs. Charley served with the Office of the President in Palikir, a background that sharpened her administrative expertise. A highly empathetic team player originally from Kitti, Pohnpei ("Ngoahi mehn Kitti"), she brings strong emotional intelligence, confidence, and a passion for continuous learning to the team. Outside of work, she deeply values community connection and enjoys relaxing over a traditional cup of sakau
Mr. Saimon joins the NORMA team as our new Electronic Reporting (ER) Officer, bringing a strong background in administrative management to our digital operations. In this role, he will oversee NORMA’s e-reporting systems, ensuring that vessel and observer data is managed efficiently, applications remain functional, and critical data remains readily accessible for our operations and partnering fishing companies.
Previously, Mr. Saimon served as an administrative specialist for career and technical education at the Pohnpei State Department of Education, transitioning to NORMA to align his career with his field of study at the College of Micronesia (COM). A hands-on team player originally from Kitti, he deeply values community; outside of work, he enjoys quality time with his community sitting at the Sakau table.


Mr. Peter is no stranger to NORMA, having previously begun his career with the Authority as an observer in 1998. His return to NORMA as our new Fisheries Observer Trainer reflects a strong vote of confidence in his extensive field experience and his dedication to improving at-sea data collection standards for the FSM National Observer Program.
Originally from Chuuk and a long-time resident of Pohnpei, Mr. Peter brings valuable regional expertise to the role, having previously served as a coordinator for the PNA observer agency with MRAG. He remains deeply passionate about fisheries and highly values the opportunities his career provides to travel and engage with diverse cultures. Outside of his professional duties, Mr. Peter is a dedicated family man.
