POSITION AND SALARY:

Senior Fisheries Officer-Compliance Analyst PL-38/1

$954.69 B/W + $40.00 Cola ($994.69 B/W)

This is the minimum rate at step one of the grade. Higher rates may be authorized in cases of hard-to fill positions where it is appropriate to the qualifications of the appointee.

DUTIES: (ILLUSTRATIVE ONLY):

Responsible for directly supporting the Assistant Director in all aspects of the Division’s operations; Plan, organize, deliver and lead targeted compliance field operations in accordance with the Compliance Strategy and UPOA IUU; Lead the investigation of any alleged infringements with FSM waters. Includes any observer alleged infringements reported from observer during debriefing process and the WCPC Case Management File System; Prepare technical reports to meet FSM’s national obligations under regional and international treaties, including to the Forum Fisheries Agency and the Western and Central Pacific Fisheries Commission (Part 2 report); Provide technical advice and reports to NORMA Management on fisheries compliance matters as required; Attend regional and international meetings to represent FSM when required; Support the review and development of effective fisheries legal frameworks to meet national, regional and international MCS obligations: Ensure license conditions are relevant and enforceable, and meet the requirements of NORMA’s management plans; Assist AD in support of the annual review of license conditions; Support the development of inter-agency MOUS, and communicate operational activities within the National Departments and with partner compliance agencies (e.g. Maritime Surveillance Wing); Assist AD in updating FSM’s Country Level Service Agreement’s (CLSA) within FFA; Assist AD to ensure that FMSWGS is carried out in accordance to Title 24; Performs other duties as assigned.

QUALICATION REQUIREMENTS:

Graduation from an accredited college or university with a Bachelor’s degree in Economics, or fisheries science or related field plus five (5) years of fisheries of working experience in fisheries and./or pacific island administrations is desirable.
