KOSRAE, Federated States of Micronesia — Delegates representing the national government and all four FSM states—Chuuk, Yap, Kosrae, and Pohnpei—gathered in Kosrae beneath the iconic backdrop of the Sleeping Lady mountain for the annual PROPER Project meeting. The multi-day meeting brought together FSM leadership, state coordinators, and technical experts to align strategies and ensure local communities are directly supported through sustainable ocean management.
As a World Bank-funded initiative, the PROPER project (Pacific Islands Regional Oceanscape Program – Second Phase for Economic Resilience) empowers FSM states by backing local initiatives that strengthen economies, safeguard marine habitats, and improve coastal fisheries. During the weeklong session, delegates reviewed proposed multi-year budgets and activities while finalizing key agreements to streamline project execution. To boost operational efficiency, the delegation formally adopted a modernized implementation strategy designed to accelerate timelines and eliminate past administrative bottlenecks across national and state teams.
With full consensus reached and community feedback seamlessly integrated into the multi-year plan, the meeting concluded with an agreed path forward. The next stage of our workplan will take place in Chuuk this coming January to track progress.
