Empowering Future Ocean Leaders: NORMA Hosts Visiting High School Students from Japan

From “Pohnpeian Magic” sashimi to Vessel Day Schemes, student interns lead an engaging cultural and educational exchange.

During a recent visit to the National Oceanic Resource Management Authority (NORMA), visiting high school students from Japan got a taste of local fisheries management and local food culture. A lighthearted moment arose when discussing the best way to eat sashimi: while Japanese tradition calls for fresh fish with soy sauce and wasabi, locals love adding Tabasco and eating "stayed-out-late" sashimi without getting sick, prompting the visiting students to jokingly call it pure "Pohnpeian Magic." 

At NORMA, we are proud to empower the next generation of ocean leaders. We gave our student interns the opportunity to lead the discussion on our agency's vital role in marine stewardship. Stepping into the spotlight, the students shared their firsthand experiences across three of our divisions. They explained how the Economic Division analyzes Vessel Day Scheme (VDS) sales and fishing activities to maximize financial returns while supporting sustainable practices; how one key way the Science Division protects marine health is by training observers to gather critical biological data; and how the Compliance Division acts as our investigative arm using tools like GPS Vessel Monitoring Systems (VMS), observer logs, and company reports to track vessels within the Exclusive Economic Zone (EEZ) and combat illegal fishing. 

This educational visit highlighted the essential balance between celebrating our rich local food traditions—like Pohnpei's bold spin on sashimi—and maintaining strict, science-backed governance over our ocean resources. Initiatives like this reflect our ongoing commitment at NORMA to building public awareness across the FSM and among all who visit our shores. By providing opportunities for our youth to step up and lead these discussions, we are not only educating the public about our mission, but also actively investing in the next generation of ocean stewards to ensure a sustainable future for our marine ecosystems.
