YAP, FSM — The FSM National Oceanic Resource Management Authority (NORMA) has successfully completed its fourth National Observer Basic Training program, held at the Fisheries Maritime Institute (FMI) in Yap State. The intensive training marked an important step in strengthening the Federated States of Micronesia’s capacity to monitor and sustainably manage its valuable marine resources.
The program began with safety and emergency response courses conducted by FMI instructors, where trainees earned certifications in firefighting, sea safety and survival, and CPR/first aid. Trainees then advanced into core observer training covering data collection, species identification, and proper documentation procedures through practical discussions and role playing exercises. During the final weeks, participants completed Marine Stewardship Council (MSC) training to support data collection on FSMA fishing vessels operating under MSC certified fisheries.
This training initiative directly supports FSM’s post-2024 resumption of observer placements across purse seine, longline, and pole-and-line vessels. With growing demand for observer coverage under bilateral and FSM Arrangement (FSMA) operations, expanding the pool of certified observers ensures the collection of high-quality, reliable fisheries data across the FSM Exclusive Economic Zone (EEZ) and the broader Western and Central Pacific Fisheries Commission (WCPFC) Convention Area.
The core instruction was led by NORMA Observer Trainer Steve Peter, alongside trainee trainers Arthur Segal and Lancaster Walter, with specialized safety instruction provided by FMI staff. NORMA proudly congratulates the 15 successful recruits:

Dikepa, Jevon Jacob, Raney Luhda, Dimitri Hainrick, Bryan Wichep, and Carl Jano.
From Kosrae: Miles M. Tolenoa, Rubeang H. Phillip, Mallun Nedlic, and Jacob P. Palik.
From Yap: Geronimo Enirhlik.

NORMA commends all 15 graduates for their hard work and dedication as they prepare to take on their assignments safeguarding the marine resources of the FSM.
