From August 10–14, 2026, fisheries observers and NORMA staff participated in a five-day OLLO Training at the Pacific Community (SPC) Conference Room in Pohnpei. The training focused on building the knowledge and practical skills needed to record, review, and submit observer data electronically.

Following the issuance of the Request for Quotations (RFQ) for the Construction of the NORMA Satellite Office in Kosrae State under the World Bank-funded FSM PROPER Project, the FSM National Oceanic Resource Management Authority (NORMA) hereby formally invites all interested and eligible bidders to participate in the upcoming Pre-Bid Meeting and Site Visit.

Last week, our interns participated in an educational vessel visit at Pohnpei Port aboard a Taiwanese purse seiner serviced by Ocean Care Company (OCC). The visit was led by FSM NORMA and the FSM Maritime Police to give interns a practical understanding of purse seine vessel operations, port entry, inspection, and compliance checks on fishing vessels. Representing diverse academic backgrounds—including Economics, Information Technology (IT), and Marine Science—the cohort experienced firsthand how their distinct disciplines apply directly to national fisheries management.

Delegates representing the national government and all four FSM states—Chuuk, Yap, Kosrae, and Pohnpei—gathered in Kosrae beneath the iconic backdrop of the Sleeping Lady mountain for the annual PROPER Project meeting.

The Government of the Federated States of Micronesia has received financing from the World Bank toward the cost of the Pacific Islands Regional Oceanscape Program - Second Phase for Economic Resilience (PROPER) and intends to apply part of the proceeds for strengthening the management of coastal fisheries through review and gap analysis of legislative and regulatory frameworks governing coastal fisheries in the FSM states, and development of draft legislation..

We are thrilled to announce that July-O Saimon and Steve Peter have officially joined the National Oceanic Resource Management Authority (NORMA) team as our newest Electronic Reporting Officer and Fisheries Observer Trainer, beginning their tenure on June 29, 2026.

The Pacific Islands Forum Fisheries Agency (FFA) Secretariat has received US$60 million from the United States, on behalf of the Pacific Island Parties to support the Treaty on Fisheries. The payment was received in December 2025.
