Construction of the NORMA Satellite Office in Kosrae State

Dear Prospective Bidders,
Following the issuance of the Request for Quotations (RFQ) for the Construction of the NORMA
Satellite Office in Kosrae State under the World Bank-funded FSM PROPER Project, the FSM
National Oceanic Resource Management Authority (NORMA) hereby formally invites all interested and
eligible bidders to participate in the upcoming Pre-Bid Meeting and Site Visit.

1.Pre-Bid Meeting

• Date: September 15, 2026
• Time: 9:30 AM – 11:00 AM (Kosrae Time)
• Location: Department of Resources and Economic Affairs (DREA) Office – Fisheries Division

Building, Kosrae State

2.Physical Site Visit

• Date: September 16, 2026
• Time: 9:30 AM (Kosrae Time)
• Location: Project Site, Okat Section, Tafunsak Municipality, Kosrae State

3.Key Administrative & Contractual Instructions

• Attendance: Bidders are strongly encouraged to attend both sessions to thoroughly evaluate
the physical site conditions, access requirements, scope of civil and electrical works, and local
environmental standards.
• Confirmation of Participation: In accordance with Paragraph 16 and Paragraph 17 of the
RFQ, prospective bidders are requested to confirm their attendance in writing by emailing the
Project Implementation Unit (PIU) prior to the meeting.
• Written Queries: While clarifications will be discussed during the sessions, formal responses
to technical queries will be documented and shared with all prospective bidders to ensure equal
opportunity and transparency.
• Submission Deadline: Please be reminded that final quotations must be submitted no later
than 3:00 PM (Pohnpei local time) on September 29, 2026.
